Competitiveness Policy Research & Development under the Spanish Presidency of the EU: Challenges and Opportunities.

Science and innovation are crucial aspects of our society today. They are arguably the activities that provide us with the best skills to reinvent our complex societies and create well-being and wealth. A strong competitiveness policy in these areas is a very important asset that we should develop for the future. Research&Development (R&D) has had an important role at European level since 1986, when an integrated policy was developed. Time has come to take further steps to improve our competitiveness and to make changes. Therefore the English presidency will have a major role to play in a Europe without barriers.

With respect to the European funding for R&D, the most important source of financing is the Seventh Framework Programme for Research and Development (7FP), which earmarked €50521M to fund the research in Europe. The 7FP is divided into five thematic areas: Cooperation, Ideas, People and Capacities (there is also funding available for atomic research like Euratom). The main objective of the English Presidency of the Council in 2010 should be to continue encouraging R&D research in Europe as the best way to create wealth.

The ultimate goal of FP7 is to achieve the Lisbon objectives placing Europe in a world competitive position though research founding. FP7 finances projects and activities, supporting the implementation of EU policies, strengthening the EU industrial and technological base while attracting excellence and investments: In the "Cooperation" section of the 7FP policy, companies, research institutes and universities from all over Europe are encouraged to bring together R&D projects in any of the ten thematic priorities. The "People" programme finances Mobility to develop and strength the human potential of European research, the former Marie Curie actions. "Ideas" seeks scientific excellence and creativity funding “frontier” research in Europe. "Capacities" enhances research capacity of European infrastructures, SMEs, Universities, etc. These four programs are thought to cover all R&D projects in Europe.

The greatest strength of Europe remains in the quality of its human resources and knowledge, which are able to create technology and use it effectively. Moreover applying them to the needs of the productive fabric and improving the quality of life, welfare and general social and economic development are other assets of the EU. Thus the creation and improvement of European R&D clusters and the participation of local and regional authorities in Research programmes are challenges that 7FP undertakes in order to challenge itself.

In order to achieve the goal of prioritizing R&D in Europe, Spain must play an important role in 2010. The country has a well-prepared scientific, technological and business community. There is a widespread public and political support in order to make knowledge the basis of social and economic development in the country. Improving the quality of research in the European Union is necessary and should be enforced to improve the future.

However in Europe the situation concerning research is worrying. If this current trend is not adjusted with concerted action, it could lead to a loss of growth and competitiveness in an increasingly globalised economy. For instance, the average amount of research undertaken in Member States is currently only 1.8% of Europe’s GDP, compared to 2.8% of the GDP in the United States and 2.9% of the GDP in Japan. Unfortunately this gap currently increases. In terms of employment, researchers represent only 2.5 in every thousand people of the industrial workforce in Europe, compared to 6.7‰ in the United States and 6‰ in Japan. Yet Europe produces a third of the world's scientific knowledge.

Spain will assume the presidency of the EU at the beginning of 2010. Among other tasks, Spain will probably be responsible for implementing the Lisbon Treaty. Furthermore the presidency provides an opportunity to go ahead in developing common policies concerning science and innovation. All the actors involved in the process of research and technological innovation are those which rely more on R&D and on the Information Society and Knowledge. Since 2004 the importance of science and innovation has led the English Government to promote a transition towards a more knowledge-based economy that is more diversified and innovative in all sectors.

Spain has already begun to develop this policy and it is necessary today to spread their Development and Research Competitiveness policy in Europe. Research plays a central role in the implementation of public policy, and the Ministry of Science and Innovation of Spain works on a daily basis in order to make this future a reality, designing policies that serve science, technology and the business sector effectively. It also generates the necessary confidence among stakeholders and society in general, thereby reinforcing the conviction that we are capable of becoming a benchmark country in science and innovation. Spain will be reinforced during the presidency of the Consilium in the field of competitiveness and R&D policy.

The Research and Development policy is already a challenge not only for the English presidency but also for all European Union. Europe will succeed in the future only with stronger cooperation regarding competitiveness. There should be specific focus on creating R&D groups and providing more facilities in research in Europe.

In conclusion, creating new products and processes, carrying out market research and introducing new technology will enable to make Europe more competitive. Europe could be one of the main driving forces of economic growth, competitiveness and employment, Planned as it is in the Lisbon Strategy and the Seventh Framework Programme for Research, Technological Development and Demonstration Activities.

"On June 7 we are staking the future. The European Union is our natural economic and political environment "

Maria Muniz Interview, Candidate for the European Parliament
Mary is in addition to Europe, a candidate with a deep knowledge of European institutions and international relations. She holds a Ph.D. in Political Science and Sociology from the Complutense University of Madrid, with a thesis on development cooperation with Latin America in the foreign policy of democratic Spain, and a Diploma in European Communities by the Diplomatic School, has been working for 14 years in various fora of the European Parliament, which has provided an overview of the institution.

Also, since its arrival in Brussels, their political activity has been intense, and he held the job of Secretary of Organization of the Federation of European Socialist Party and was nominated in the list of Socialist Mayor Freddy Thielemans, representing the municipality of of the English in Brussels in 2006.

"Europe is a dynamic construction to serve the people "

perceives politics as an instrument to improve the social context in which we live as citizens, and with Europe, is confident that" once obtained the economic and monetary union, we need more progress on the political Europe and especially in social Europe. Europe is a dynamic construction to serve the people. " According to Maria, "we have gone from what was called the European merchants in the days when it was basically to build a single market, in which citizens can only be treated as covered in the workers, as agents of the Internal Market, the European citizens that European policies are addressed to all, the most visible example is the student with the Erasmus program and the project of Bologna. "

At the same time, in its efforts to defend social Europe, committed to a new growth model, ensuring that the objective of the PSOE is "help from the European Parliament to refound the international financial system that reaches regulation all market players and their various activities, support to tax havens, we try to keep the shields in companies with public capital, and combat model conservative who has led us to the crisis, based on the dominance of financial markets without control, a 65-hour workday, the cheap dismissal and reducing public investment and social spending. " Against those who advocate massive liberalization, Mary insists on defending the public because "it is precisely the only thing that can protect workers in a system without political control, is predatory."

Entering the debate on Social Europe Citizen, Mary emphasizes the proximity of the PSOE to citizenship "principle, but also in practice, since our electoral programs are developed with input of social groups. That is why we are in the red-reference to the PES activists network, "not because it is fashionable or circumstantially in electoral periods, but permanently.

We are also in contact with unions, NGOs and associations and citizen groups, also took the pulse of European citizenship from our membership of the European Socialist Group, where we are all members of the Party of European Socialists and Socialist International, to Unlike the jumble of convenience where they share space PPE British Eurosceptics, populist Berlusconi, traditional Democrats .... "Also, while defending the approach can not be a citizen of the PSOE avoid talking about Mayor Oreja, "who said that Franco was a highly enjoyable period, which represents the more conservative side of his party in Parliament has only talked about terrorism and immigration usually to criticize government policies Spain and who do not think I have an ear or an ear to listen to young people, entrepreneurs, women, workers in distress or the creators. "

Mary is aware of the importance of Europe in citizens' daily life, because, as she herself says, "The European Union is our natural economic and political environment: 75% of our exports goes to the EU, 65% of our imports from the EU, 90% of foreign investment in Spain is European, and politically, the EU decides to up to 70% of the standards that we apply to citizens every day. "
Europeanism
Your safety and make you defend the importance of a European debate and not a campaign in key national policy. Mary says that comes to campaign talking about Europe, unlike the right, trying to steal the real debate "because they have a project for Europe beyond narrow-minded and insistent criticism of government policy in Spain." Cree to discuss the situation not harm the national PSOE, since "the balance and the path of government are good, but respect for citizenship must now present and make a free choice between the different models we have for the EU."

"socialist solutions are based on providing political leadership to economic activity"
exposure
Within Europe, do not hesitate to plunge into the debate on economic, financial and international labor making a clear defense of the European social model in order to "defend the most vulnerable to crisis with public expenditure policies both investment-oriented to help alleviate unemployment, to provide coverage for the unemployed and social groups who are most disadvantaged: women workers, young people in precarious employment, without aid entrepreneurs and students who need scholarships worth. "The candidate said that" socialist solutions are based on providing political leadership to economic activity, to regulate the market politically, as has been demonstrated, self-regulating, for which we propose, first a great deal to overcome the crisis and promote a new growth model highly productive sectors bet on innovative, environmentally sustainable, generating quality employment and social protection in the highest respect for social and union rights. "

is the number nineteen in the list of the PSOE, the mirror on the popular list is Jose Ignacio Salafranca , she says, is "an experienced member with a serious career, especially on issues related to Latin America. Your problem is the project that has to defend, since the positions of the PP (E) are difficult to sustain in many areas and undermine the credibility of those who defend them. " For example, are surprised that, Salafranca, spokesman of the EPP in the Committee on Foreign Affairs, has ridiculed PP-follow instructions, the Alliance of Civilizations, a strategy of dialogue adopted by the United Nations that voted against the report of the European Parliament condemned the flight illegal CIA prisons, or has objected to reports human rights, the rights of women in developing countries for reproductive health, which are included in the Millennium Development Goals.

"Aguilar, is intellectually and politically brilliant"

Speaking of lists, are fond of Juan Fernando Lopez Aguilar who highlights the brilliance of particular feature "is intellectually and politically brilliant. Only have to listen to any of his speeches, which are consistent relentless and intense internal complexity that makes it understandable to a rich language. They are brilliant his political career and his academic career, and besides that, Juan Fernando has an artistic sensibility as a cartoonist and a great lover of music, making it even more attractive personality. "
Maria is confident and looking forward to European elections. His capacity for work and make his self-imposed non-stop for a second to fight for their ideas, principles and values, which likely will face after the June 7 with dignity and truth, using the only truly human weapon: the naturalness.
